Chief Executive Officer
Rachel Johnson took up the role of inaugural Chief Executive Officer of Victorian Ports Corporation (Melbourne) (VPCM) in November 2016, following the Victorian Government’s successful leasing of the Port of Melbourne’s commercial operations to a private sector operator.
Rachel has wide ranging experience of Australian freight and logistics businesses and the development and operation of transport infrastructure in both the public and private sectors.
She has held senior positions in New South Wales government bodies as well as in a number of high profile private sector companies.
Rachel holds a Bachelor of Science (Honours), Aeronautical Engineering, is a graduate of the Australian Institute of Company Directors and has advanced management qualifications.
Captain Kell Dillon
Harbour Master / Executive General Manager – Marine & Navigation
Kell is the Harbour Master of the port of Melbourne and leads the Marine and Navigation division. His division is responsible for safe navigation in the port waters of the port of Melbourne through Vessel Traffic Services, emergency management, business resilience and workplace health and safety.
He joined VPCM in January 2020.
Kell is a highly experienced mariner, port manager and Harbour Master who has a wealth of knowledge and experience having held senior roles at the Port Authority of NSW, Port Kembla Port Corporation, NSW Maritime Authority, Sydney Ferries Corporation and the Royal Australian Navy.
Kell is a member of the Nautical Institute, has held Sea Command in the Royal Australian Navy and holds a Diploma of Marine Studies, an Associate Diploma in Management and is a Graduate of the Strategic Leadership Program conducted by the Institute for Strategic Leadership.
Executive General Manager – Business, Information & Strategy
Jeff leads a diverse division that includes the management of Victoria’s premier cruise shipping facility at Station Pier, cruise tourism, tenant management, environment and information technology services.
He gained broad experience in the ports industry at VPCM’s predecessor organisation Port of Melbourne Corporation (PoMC). Joining in 2005, Jeff led the environment program for the successful Channel Deepening Project. He then worked on PoMC’s $1.6 billion Port Capacity Project and held senior executive roles including Executive General Manager Business and Planning and was an executive member of the Port of Melbourne Lease Transaction Team.
Before joining PoMC Jeff held senior positions in a number of consultancies and previous to that he was Deputy Director Environmental Science at Environment Protection Authority (Victoria).
Jeff has a PhD (Biochemistry), a Bachelor of Science (Hons) (Biochemistry) and a Bachelor of Applied Science (Chemistry, Biochemistry).
Executive General Manager - Finance & Corporate Support
Jacinta leads the division responsible for finance and the diverse corporate support areas of legal counsel, communications, human resources and business support.
Joining VPCM in July 2019, she is an experienced Chief Financial Officer with broad cross-functional capabilities having worked for not-for-profit, private, publicly listed and government entities across a range of industries.
Jacinta brings broad experience from her previous roles, where she has worked in areas including coprorate governance, business and legal affairs, corporate social responsibility and sustainability, and consulting.
Jacinta is a member of the Institute of Chartered Accountants in Australia, the Governance Institute of Australia and the Australian Institute of Company Directors. Her qualifications include a Master’s Degree in Commercial Law and a Bachelor of Commerce.
